Open an HTML document, choose LibreOffice - PreferencesTools - Options - LibreOffice Writer/Web.

Specifies the settings for the configurable grid and baseline grid on your document pages. The grid helps you determine the exact position of your objects. You can also set this grid in line with the "magnetic" snap grid. The baseline grid helps you to verify whether page line-spacing is properly applied on the document.
